300 million euros will go to the energy rehabilitation of buildings

In recent months, the MITECO (Ministry for Ecological Transition and the Demographic Challenge) has been working to launch a PREE (Program for Energy Rehabilitation of Buildings) . The aim of this program is to promote direct aid to increase the energy efficiency of buildings that are more than 13 years old. This aid would mainly try to bring a change in the thermal envelope, replace old heating boilers and sanitary water for other more renewable systems (such as solar thermal or geothermal option). The most relevant thing is that this rehabilitation program will concretely yield an aid of 300 million euros.

As far as buildings are concerned, they account for 30% of the energy consumed in Spain. The Ministry for the Ecological Transaction and Demographic Challenge states that «The PREE is aligned with the economic reactivation policies in the face of the European Union’s covid-19, focused on energy transition and digitalization, generating an incentive effect on the generation of employment and economic activity in the construction sector (…).contributes to the achievement of the National Energy and Climate Plan (PNIEC) 2021-2030, which plans a decarbonization path and sets the path for Spain to reach climate neutrality by 2050».

Management of aid for energy rehabilitation

The management of the call for aid will come from each Autonomous Community individually. These aids will be destined both for communities of neighbors, energy citizens, renewable energies, owners who have the total ownership of a building, among others.

It will be up to each region to decide the date of presentation of the applications. However, the deadline will be set for July 31, 2021.

What will be subsidized?

Those works that are carried out in residential buildings, buildings with single-family dwellings, as well as in buildings that are used for any other occupation than living in the home (whether administrative, educational or health, for example),will be eligible for this aid.

These aids cannot be destined to buildings with a new or recent construction, nor for those buildings that want to expand their construction volume, nor to those that imply changing the activity of the building.

What will be subsidized will be:

  • The realization of improvements to the thermal envelope of the building.
  • The execution of improvements for the thermal installations that promote their efficiency.
  • The promotion of control, emission and distribution systems for these thermal installations.
  • Improve lighting installations.

It should be added, that it must be verified and accredited that the improvements made in the building, will promote the energy rating with respect to the one it had at the beginning (this must have improved by at least one letter).

The amount will be 35% of the cost of the action. In the case of improvements for lighting, from the point of view of energy efficiency, this will be 15%.

If the aid is intended for private homes, the amount will be 25% (for envelopes and thermal installations). For lighting ,it will be15%.

If consumers are vulnerable, an extra 15% will be provided . This would mean that, for example, an envelope would receive 50% of its cost.

If you have individual meters in your building with central heating you can save 24%

MITECO has also given a boost to other initiatives such as the Royal Decree that controls the installation of individual meters with central heating. In this way, each consumer will pay only for what he/she consumes, thus avoiding an increase in the carbon footprint of the building.

The truth is that this measure has arrived in our country with years of delay, since the European Union gave us an infringement of non-compliance in 2015.

The Government claims that the measures will help homeowners save around 24%, in this way the consumption in each home will be optimized. The Ministry assures that «in most cases, the investment needed to install the devices is recovered in less than four years«.

ISTA (a company that measures consumption savings) comments that «individual metering will mean savings of close to 1.1 billion euros over the next five years, in addition to a reduction of 1.05 million tons of CO2 per year. On average, each household will be able to save around 250 euros per year».

This standard will apply to buildings that have central heating and were built before 1998.

Individual meters will not be installed in the hottest areas of the country, where a return on investment over the next four years is not assured.

There is not yet an obligation that requires immediate adoption, but it would be interesting to see it take place during the last months of 2020 and the beginning of 2021. However, the installations must be active by 2022.

Energy efficiency regulations

During this past August 2020, the BOE published the regulation of individual consumption metering in the Royal Decree 736/2020. Specifically for the installations corresponding to the thermal power plants of our buildings. In this way, it would be given investment to the Directives 2012/27/EU and 218/2002.

We emphasize once again the importance of covering a correct energy efficiency in our buildings, in order to achieve the objectives on sustainability established for both the EU and Spain for 2030 and 2050. It is necessary for each individual household to be aware of the value of their energy consumption. It will be the first step to be able to change our habits and be more realistic in what we consume. In addition, we will be able to quantify the change for the best obtained.

This regulation, the obligation that imposes us is that the owners of thermal installations (which are centralized in existing and new buildings) install individual meters. In order to be able to measure the exact energy consumption per dwelling. This action should be carried out whenever technically and economically possible. By doing so, we will not only measure energy consumption but also optimize it.

To begin this process we will start by determining the age of the buildings. If the building is after the Royal Decree 1751/1998 of July 31 (which approved the subsequent Regulation of Thermal Installations in Buildings, the RITE) it is mandatory that these buildings have a system to distribute the service costs of the different owners . This includes thermal energy for heating and its installations, as well as domestic hot water and cooling.

However, as we said before, there are some cases in which this «obligation» does not have to be fulfilled. This will be when a climatic location (for heating prevents it), there is a technical unfeasibility, or even when economic profitability is not obtained (by not recovering the investment of the installation in a period of 4 years at the most).

If, on the other hand, the owners can afford the installation of the individual meters given that it is feasible, the owner will have a period of 15 months from the budgeting to carry it out. Taking all this into account, the deadline for such installation would be May 2023.

Finally, according to the INE, more than 5.5 million households have centralized heating in more than one dwelling . In any case, it is estimated that the Royal Decree has an impact on almost 2 million homes. Of these, approximately1 million have a cost sharing system in columns and another 600,000 households have central heating with individual ring meters.

Communities of Andalusia that will benefit from energy rehabilitation aids

The province of Jaén will be one of the beneficiaries of these energy rehabilitation aids. In several communities of owners will be able to count on the aids in Jaén Capital, Andújar, Linares and Martos. These aids will reach a total amount of more than 800,000 euros.

The aids will have two specific objectives : one is to conserve and provide accessibility to the buildings and the dwellings themselves (more than 800,000 euros will be allocated to this ); and the other is to improve the energy efficiency and sustainability of the building (in this case the budget allocated will be more than 136,000 euros).

The territorial delegate Jesús Estrella confirms that «there are 16 communities that will benefit from improvements in their common areas, being modernized for greater accessibility, which implies a better quality of life for many families in Jaén and especially for the elderly».
